ObsLamprey

Hi, Can you only access the New World content after completing the official quest? I'm currently doing this: http://wiki.ragnarevival.com/wiki/Onward_to_the_New_World_Quest and I'm on step 14 but there are no enemies spawning on the map called 'Mobster'. The only enemies I see are 'Allied Soldier'. Do I have to kill 50 of those? Do I have to go to another map to kill mobsters? Is there a way to skip this quest entirely and go to the new world easy? Thanks for any advice.
