Yes it would make all costumes 5c then, but then on the other side: why not just make the NPC itself 5c? No one in their right mind would use the 10c NPC normally if there is a 5c voucher in shop.
How about 1 voucher for 1000hoa points or different pieces of voucher given to different mobs and they drop it rarely collect them all combine them and make a voucher then make costume out of it?

Thats why costumer voucher exists my friend,I would suggest that costumer voucher box being sold on cash shop for 25c with 5 pieces of vouchers,Or making Vouchers tradable.
